Context

The UNDP Regional bureau for Latin America and the Caribbean established the Regional Hub in Panama in 2008, to bring corporate and regional policy, and advisory support, closer to where they are needed on the ground, and to make those services more responsive to country programme needs.

The Regional Hub served 26 countries in Latin America and the Caribbean, offering technical support, and a trustworthy source of knowledge, experiences, and resources provided by a group of experts and professionals.

One of its priority areas was to support countries in the early recovery phase following a conflict or natural disaster. To enhance UNDP's ability to respond quickly to the crisis, a rapid deployment mechanism of UNDP staff and trained consultants was needed.

Process

Designed and created a regional roster of consultants; alongside UNDP Human Resource Department, mapped needs to deploy experts safely; co-created with UNDP Country Offices an agile and lean mechanism for improved human resource deployment and financial mobilization.

Outcome

Thanks to this system, UNDP Regional Center can now deploy any mission in less than 48 hours to any country in the region and effectively monitor and measure the results of the services provided. These tools have been scaled up to the UNDP global level.
